Loadable Scheduler Functionality
Given some fraction of the processor time, allocate it to a pool of threads and/or schedulers
Research question: What changes are necessary to make existing schedulers work with less than 100% of the CPU?
Schedulers receive guarantees, and also provide them to threads and other schedulers
