Support for Loadable Schedulers
OS is changed in order to:
- Maintain the scheduling hierarchy
- Notify schedulers of events of interest
- Provide scheduler services - messaging, synchronization, accounting, etc.
- Query loadable schedulers to make scheduling decisions
